Episode 21: ” The City of Regulations is Moistened by Tears… (Part 1)”
Summary: At a PANDORA lab somewhere, a scientist named Dr. Schroeder made some important development in his study. After a while, he sees a blonde naked girl standing in front of him, which he thinks is a hallucination. Apparently, she’s not. She kisses his forehead and they both vanish. Only the scientist’s clothes are left on the floor. The PANDORA representative, Nijishima, receives a call in his office regarding this event.
Saito and Kono are running after a contractor. Kono manages to tackle him as Kirihara injects some sort of a knockout medication in his neck and the guy loses consciousness. They find a bomb in his bag. Kirihara reports this to her superior and they come to the conclusion that the person is from EPR and they seem to be targeting the American embassy next. However, it appears his memory was altered. They mention that the suspects they have apprehended so far related to EPR have a specific memory missing, especially the memory about their leader. Kirihara thinks something fishy is going on. Meanwhile, in a small restaurant, Hei is eating a lot (as usual). Mao is waiting for Hei outside, informing him that they have a job.
Kirihara and Saito pay a visit to the American embassy, asking them to increase their security in and out. The American head of security laughs it off and mocks Kirihara and Saito. Their request to help out with security has been denied by the embassy security guy.
As they went outside, they see that November 11 is there. Kirihara asks him what he’s doing there. He tells Kirihara he’s collecting info for the continuing investigation of the bombings. He then shares some info with Kirihara about Dr. Schroeder who has apparently been kidnapped by EPR. It appears that November 11 suspects that a member of EPR is probably hiding in the American embassy. Kirihara thinks about this as her brow furrows, November 11 touches her forehead saying he couldn’t resist since it was such a deep wrinkle. He then turns all serious telling Kirihara that from here on there are no enemies or allies and that she should just believe in her intuition and take action. This leaves Kirihara speechless and in even deeper thought.
Back in the embassy, the security guy is talking to a woman named Brita. Later, it is revealed that this Brita was the naked girl at the beginning of the episode and they have Dr. Schroeder hidden in the basement. Apparently, Wei (the elf-eared guy from ep 9 & 10) is still alive and is now part of EPR. Brita informs him of the news that the police think that EPR is targeting the embassy. Since Amber haven’t told them such plan, they think it’s a bluff by The Organization in order to sneak in. Well, they were right about that part.
That night, Huang and company are preparing to infiltrate the embassy while on the other side, Kirihara, Saitou and Kouno are doing a stakeout. With Mao as the decoy, Hei successfully gets in the embassy grounds with Yin’s guidance on which way to go. Hei places a bomb inside with the timer set for 5 minutes. As he was about to get out, he runs into Wei.
Meanwhile, Kirihara is being shooed off by the embassy security head and instructed his people not to let Kirihara and company inside. The bomb that Hei set goes off. With all the commotion, November 11 gets to sneak in. Kirihara sees him sneaking in and decides to follow him.
Wei and Hei are facing off and took their fight outside at the embassy grounds. Brita then appears by the bushes and we learn that teleportation is her power. She comments that she’s glad to meet Hei who seems to be the one Amber has been talking about. Brita kisses Wei and he vanishes. Hei tries to attack Brita but she’s just too quick to teleport herself away. She then appears in the basement to teleport Dr. Schroeder. November 11 suddenly speaks and is apparently waiting for her. Brita is startled for a moment but then greets November 11. They seem to know each other. He tells her that he wants to see Amber. She kisses him and teleports him away.
Kirihara then arrives at the basement but she’s a little too late and all she sees are clothes Dr. Schoreder’s and November 11’s clothes left on the floor. Some PANDORA soldiers suddenly bust in and take Kirihara into their custody. In one of the trees outside, Mao is sitting in a branch waiting for Hei to come back. Amber, who was apparently sitting on another branch, suddenly speaks to him, surprising Mao.

My Impression: I know, I know. I’ve been religiously and eagerly following this series every week but only had the extreme urge to blog it this late. But…but… It’s better late than never, right? And really, I just have to blog it because the story is getting more and more interesting and awesome as it nears the end of its run. I just have to rave about it, really. ^_^
A pretty good episode. The story is getting better and better as it nears the end of its run. Wei is back as part of EPR. It seems that Dr. Schroeder’s research has something to do with the gate’s stability and that’s the information that EPR wants. Brita has a cool power of teleportation, and it appears to me that whenever she teleports herself or anybody else, they lose their clothes in the process indicating that she can only teleport the body.
That fight scene between Hei and Wei was cool. It’s also nice to see November 11 again. I wonder why he knows Brita… he now seems kinda suspicious to me after watching this ep. I’m also curious to know what role Kirihara will play in all of this.
I’m really looking forward to find out how they will decide to wrap up this series. I still have so many questions. Judging by the titles of the upcoming final episodes, it really sounds interesting. I hope it ends well and we’d get some answers.
Note: Episode 22 will be the second part of this ep while episodes 23, 24 and 25 will each be one-part episodes.
Next episode: November 11 meets up with Amber, and it looks like Amber took Mao with her as well. July and April will make an appearance and will work alongside Kirihara. Wei and Hei will have their rematch.
