Episode 22: ” The City of Regulations is Moistened by Tears… (Part 2)”
Summary: Mao wakes up and finds that he is in some kind of office. Someone then speaks and asks how the cat is doing. Mao looks up to who spoke and is surprised to see that it was November 11, sitting naked in a chair. Amber, Brita and Wei then enter the room. Apparently, they are both at EPRs hideout. Mao tries to escape by trying to walk out casually towards the door but Amber notices him and asks where he thinks he’s going.
Over at Police headquarters, Kirihara and her subordinates are talking about PANDORA and wondering why they’ve acted by force the last time at the embassy. Kirihara is then called up to the office of her superior and is introduced to Decade, who is the MI-6 superior in the Far East. July and April are also there. Decade asks Kirihara if she knows November 11’s whereabouts. She denies this and asks Decade the same thing. April responds that they haven’t heard from November 11 in a week. Decade tells Kirihara that they are wondering if November 11 is still part of MI-6 or has gone over to EPR. Meanwhile, at EPRs hideout, November 11 and Amber are talking like old friends. November 11 tells her she looks younger everytime he sees her while Amber tells him with a smile that he hasn’t changed at all. Amber then tells him he can ask whatever he wants. November 11 says he only has one question, he wants to know the truth behind the syndicate that Amber betrayed. Amber replies that in order for him to get a better idea about the situation they let Dr. Schoeder tell them about his research. Before telling his story, Dr. Schoeder again asks for Amber’s word of honor that he won’t be killed no matter what he tells them about the research. Amber confirms.
Scene shifts over to Hei, Yin and Huang. Huang is wondering what Amber’s objectives are because the last time she abducted Yin and now it’s Mao. Hei then asks Yin what she and Amber talked about. Yin says it was about Hei’s past and future. Hei is silent for a moment then starts to walk away. Huang tells him it’d be very dangerous for him to go to Amber and to just give up on getting Mao back, saying that Mao would do the same if he were in Huang’s shoes. Hei answers that Amber is after him and he doesn’t want to drag anyone else into this mess. Over to Kirihara, April and July. Kirihara asks April if they will look for November 11. April tells Kirihara that there’s no point worrying about him since there’s no way that he would leave a trail, then asks why Kirihara is cooperating with them anyway. Kirihara says it’s because she wants to know the reason why November 11 told her that from this point forward, there are no allies or enemies and that she should trust her instincts. Meanwhile, at PANDORA, they came to the conclusion that they no longer need Dr. Schroeder since the other research team came to the same conclusion that he did and they now have a replacement for the meteor fragment.
Back in Amber’s hideout, Mao and November 11 learn from Dr. Schroeder what happened in Heaven’s Gate in South America and that PANDORA plans to get rid of the existence of contractors once and for all. It turns out that this was the plan in South America but something unexpected occurred and there was a strange emission of light moments before proceeding with the plan, and immediately after that, Heaven’s Gate became a physically unapproachable neutral territory and that it didn’t actually disappear but still exists although it seems to be unseen. Dr. Schroeder believes that light is something significant that made the plan fail. November 11 asks Amber if that’s what she’s trying to recreate in Tokyo. Amber confirms this since she doesn’t want contractors to disappear. November 11 comments that it sounds like she has seen the future. Amber says she has. November 11 is skeptical but Amber says that she can prove it, telling him that he will day shortly after leaving the building they’re in. Back in their room, Dr. Schroeder asks Mao how he thinks November 11 will die. Mao says that at this point, they’re all sentenced to die anyway so his fate is no different from November 11’s, adding that if Amber’s plan works, it will be a huge blessing for Contractors. Dr. Schroeder then asks Mao if he hasn’t got any friends who will rescue him. Mao answers that Contractors are rational beings and they aren’t stupid enough to engage in a fight at the cost of their lives, “I wouldn’t, anyway” Mao adds. At about the same time, Hei is already inside the building and is coming after Amber and to Mao’s rescue, while July and April are in Kirihara’s car. Just then, July tells them that he found November 11. Kirihara drives to the location.
In the room, Mao sees Yin’s spectre in his water dish and is now aware that they are coming for him, same with November 11 since he also just saw July’s spectre in the mirror. Hei starts to go over to where Mao is, but gets cut off by Wei. Hei manages to dodge Wei’s blood spatter but not before getting some on his mask, breaking his masks left eye. Hei then sees Amber trying to leave the building and immediately goes after her. Brita then appears to cut Hei off. Hei attacks her but misses by a few seconds as she teleported behind him. Mao manages to warn Hei of her presence so Hei gets to hit her with a kick before she can touch him. Hei then gets in front of Amber and angrily grabs her head asking what she is trying to do and wonders what else she is going to take away from him. Amber calmly answers that he can ask Mao about that since she told him the details.
Still grabbing her head, Hei begins to use his contract, but then everything starts to glow and the meteor fragment in Amber’s bag reacts. Before Hei can actually do what he was planning to, he suddenly hears Bai calling out to him. Startled by this, he lets go of Amber and falls to his knees. November 11 then comments that it looks like they aren’t the protagonists of this story, no matter how it unfolds. He then tells Mao that he’ll leave the rest to him, as he starts to walk away. Amber and company also manage to flee the scene. Kirihara then arrives with July and April. Hei is still kneeling on the ground with his head bowed down. From a few feet behind him, Kirihara is holding a gun and points it towards his back asking him to lay face down on the ground. She then starts to walk slowly towards him with a slight hint of recognition in her face as she stares at Hei’s back. Before she can get close enough, though, April holds her back. Just then, a bright flash of light from some kind of flare is fired by Huang. Kirihara and April shield their face. Hei and company manage to escape at that moment.
Seeing Dr. Schroeder in shock, Kirihara goes over to him. Kirihara’s superior and Nishijima then arrive at the scene. Dr. Schroeder then blurts out to Nishijima that he now knows why South America became like that, it was because of the masked Contractor’s powers and that he should get back to his research testing right away. Nishijima tells him that it is already being conducted, then Dr. Schroeder is injected with some knockout medication. Kirihara tells Nishijima that they still have questions for the professor but Nishijima just brushes her off. She tries to ask for her superior’s help but he says there’s nothing they can do about it.
Scene shifts over to Decade’s office where he is talking to someone that it will be dangerous now to put off the plan then hangs up. As he reaches for his glass of whiskey, he is surprised to find out that it has already frozen over, revealing that November 11 is there. Decade asks him where he has been. November 11 answers that he was finishing his mission, then he places a thick blue binder on top of Decade’s desk, which he tells him is his report on the so-called syndicate. He asks Decade, “You were afraid that I’d uncover your secrets, weren’t you?” Decade replies that he was more afraid of losing his best agent and that of all people, he didn’t want him to find out about this until the very last moment of existence of Contractors, and tells him he’s sorry it turned out this way. November 11 tightens his grip on the whiskey bottle as he is now surrounded by Decade’s armed henchmen.
Moments later, November 11 is seen walking down the street making a call on his cellphone and leaving a voice message to someone. Before he can finish what he was trying to say, he coughs up some blood. It turns out that he managed to kill Decade and his henchmen, but he was badly injured in the process himself. November 11 then lays down on the street and takes the cigarette put of his mouth saying that he probably doesn’t have to do his remuneration since he is about to die anyway. He flicks his cigarette away as his blood pools around it and puts out the cigarette light.
Some time after, Kirihara, July and April are standing at the side of the street, staring over the layout and blood where November 11 has laid. Kirihara sadly asks why he had to do something like this. April responds, telling Kirihara that she shouldn’t get involved any further and that’s why November 11 sacrificed himself without telling her. April says he did a rational decision befitting of a contractor. She then thanks Kirihara for her concern then walks away as July waves goodbye to Kirihara. Meanwhile, Amber is standing on a rooftop, staring out at the Tokyo City landscape. Amagiri informs her that they’ve finally gathered the necessary amount of dolls and that they can’t turn back the hands of time anymore. Amber bids Tokyo farewell.
Over to Hei and company, Mao is wondering why they came to rescue him, telling them that the most sensible course of action was to leave him behind. Huang says it doesn’t take the rational mindset of a contractor to understand something that simple. Mao comments that they are all idiots for doing that. Huang says there is only one idiot in their group, pointing at Hei. Hei asks why they were called to gather and what the urgent matter was about. Huang tells them that November 11 died and managed to kill his boss and associates as well. Mao is surprised to hear this. Huang informs them that it won’t be long when the syndicate would find out that Mao was there with Amber as well and that Mao needs to tell him and Hei and Yin what he found out. Mao informs them that November 11 knew he was going to die. Mao then relays to them what Amber told him, that the syndicate is trying to erase the existence of all Contractors and that Amber ‘s group is establishing a resistance. Hei is angered by this, bitterly yelling that Amber’s actions can’t be justified. Yin then says that Amber is not the kind of person Hei thinks she is. Hei can’t seem to accept that Amber is probably one of the good guys. He starts to walk away.

My Impression: That part before the intro with Mao and his voiceover is pretty funny. His expressions are just priceless. I found it amusing that Huang refers to November 11 as some sort of GQ model guy because of his looks. ~Lol. Moving on, I know that they don’t hesitate to kill characters off in this series, but still, the biggest shocker for me in this episode was November 11’s death. T_T I really liked his character. I thought he was cool and classy. I liked that he’s protective of Kirihara and had a good camaraderie with April and July. Plus, I thought he really looked good in a suit. ^_^ It made me sad to see him go. But alas, he didn’t go without a fight and managed to single-handedly wipeout his attackers with a mere bottle of whiskey and his wits. Moreover, even though he had fallen, he had fallen with style. Cheers to his pride and honor! You will be missed, November 11. You will be missed.
So, it turns out that Amber is not the villain that I thought she was. I feel a little bit bad for her now when Hei slapped her in a previous episode; it turns out she was just misunderstood. It was cute when Amber and November 11 were talking, I liked that they were conversing just like old friends. The only part I didn’t like was when Amber told him he was going to die o_O.
I wonder why the meteor fragment reacted that way when Hei used his powers. It appears that Amber needs him in order to make her plans go through. We hear Bai again. I wonder how it is that she seems to “appear” to Hei at times like these, kinda like that time in the Gate in a previous episode with the CIA guy Nick. If Heaven’s Gate didn’t really disappear per se, since it seems it’s just impenetrable or something, I guess it’s the same thing with Bai. It was never said that she’s dead, so maybe she just disappeared like that gate? I don’t know, really, I’m merely speculating here. Haha.
Anyway, it looks like the organization is a huge web of lies and comprised of several other groups as well. I thought Hourai has been acting suspicious lately. I suspect he’s working under someone’s orders, just like Decade.
I liked the part at the end when Hei, Yin, Mao and Huang are all huddled together having a group meeting. It made me laugh when Huang pointed at him saying he was the only idiot in their group, and then Hei smiled. He’s really cute when he’s not in his contractor mode. He’s a really good guy, but had to face unfavorable circumstances wherein he had to act tough and rough.
Note: Episodes 23, 24 and 25 will each be one-part episodes.
Next episode: We’ll get to see some of the events in South America five years earlier and meet Hei’s sister, as the story unfolds about the organization’s plan to completely get rid of all contractors.
